DISTRICT AIDS PREVENTION AND CONTROL UNIT (DAPCU)

The management of HIV prevention and control programme was decentralised to district level during the third phase (2007-12) of National AIDS Control Programme-III in the years 2008-09. Using the HIV Sentinel Surveillance data (2004-2006), all the districts in the country were divided into four categories (Category A, B, C and D) based on the disease burden (Category A districts-High prevalence; Category B Districts-concentrated epidemic; Category C districts-increased presence of vulnerable population and Category D districts-low/unknown vulnerability)

National AIDS Control organization (NACO) established DAPCU to provide programmatic oversight through decentralized facilitation, monitoring and coordination of HIV/AIDS programme activities in the district. To strengthen the NACP facilities at the District level, District AIDS Prevention and Control Unit (DAPCU) in Nagaland was established in the year 2008 in all the 10 ‘A’ category districts, viz. Kohima, Dimapur, Mokokchung, Wokha, Zunheboto, Tuensang, Mon, Phek, Peren, Kiphire under the establishment of Chief Medical Officer office.

The DAPCUs are managed at the state level by one SACS officers as the DAPCU Nodal Officer (DNO). At the District level, District TB Officer is designated as District AIDS Control Officer (DACO) to administer the implementation of DAPCU activities in the District in the District Health Authority setup. The DAPCU team consists of District Program Officer (Manager), M & E Assistant, Program Assistant and Account Assistant where District ICTC Supervisor is attached with the team for monitoring and supervision activity and timely collection of data and reporting. The DAPCU ensure implementation and supervision of ongoing NACP activities related to care and treatment, and further facilitates civil society partnership at the district/sub-district level with NGOs, CBOs, Red Ribbon Clubs and PLHAs network, Private Sector Organization and Academic Institutions working in the field of HIV/AIDS in the district. DAPCU monitored the HIV/AIDS facilities through regular supervisory visits to all HIV facilities and conducting monthly/quarterly review meetings to monitor and execute the programme.

DISTRICT HIV/AIDS PREVENTION CONTROL COMMITTEE (DAPCC) was constituted for effective implementation, and mainstreaming of the NACP activities in the district level. The Committee oversees the planning and monitoring the HIV/AIDs programme activities.

DAPCU work in close co-ordination and collaboration with district administrator and allied departments ensuring effective referrals and linkages among various HIV facilities and also facilitate access to social welfare schemes. At National level, DAPCU National Resource Team (DNRT) oversees for strengthening the DAPCU for effective and quality implementation of NACP-IV activities in the district.
